Four years ago, A Duke professor named Michael Hardt and an Italian academic named Antonio Negri noticed that the world was changing in weird and radical ways. It was becoming globalized and wired and networked, and Hardt and Negri surmised, not unreasonably, that a weird and radically new political theory was needed to describe it, one that engaged on a global scale. They sketched one out in a book called Empire, and it was a huge hit--The Corrections of the academic season. If you hadn't read it, you pretended you had.

The World Social Forum in Porto Alegre: A Wind of Hope in a World at War

The second World Social Forum in Porto Alegre, Brazil, marked a dramatic counterpoint for a world that has been caught in a world of war and death since September 11. For six days starting on January 31, more than 51,000 people from around the globe participated in conferences, workshops, demonstrations, and innumerable informal gatherings and meetings. As Francisco Whitaker, a member of the organizing committee from Brazil noted, "The Forum is a wind of hope that has taken hold in all of our hearts." Almost 5 thousand organizations from 131 countries participated along with 11,600 young people who stayed in tents at the International Youth Camp.

At the European Social Forum in Paris, there was a workshop on Radical Theory, and subsequently, a mailing-list was created. The group intends to publish a "Radical Theory Journal" which will be neither academic, nor activist. It will try to create a tension laden and dynamic new form of theory informed by action that arises from, helps to understand and bring benefit to the altermondialiste movements.

The Promise of the European Social Forum

Summary



A European public space capable of setting limits to capital is such a burning necessity that its emergence can only be a question of time. The ESF could play a critical role in this process, and become the seed crystal for a redemocratisation of European society.



Whether it chooses to move towards becoming such a ‘constituent assembly’ or whether it remains as a ‘people’s university’ – an amiable environment in which to hear some very interesting and clever people speak – depends critically on how it is organized. An organization capable of facilitating the emergence of European post-national citizens’ networks, is an entirely new beast, as different from the NGOs which emerged over the last 50 years as it is from the political parties and trade unions of the 19th and 20th centuries.



Such an organization needs to maximise political exchange (across regions, sectors, movements and natural allies) within a context of participatory collective action. This article makes concrete proposals as to how time, space, and thematic content within the forum might be structured to achieve this.



A clear constitutional framework for the ESF is required, one which makes the organising committee transparent, accountable to the assembly and committed to an overarching value of political independence and neutrality. Striving to reach agreement or unity on political principles is unimportant at best and dangerously divisive at worst. Far more important in the forum realising its potential is the provision of excellent facilitation services, and the recycling and renewal within it of past and present experiments in participatory democracy.
